Assistant Police Chief in Oil City, along with a former CPSO deputy, have been arrested

On December 23, 2024, CPSO investigators began an investigation involving former Assistant Oil City Police Chief Kelvin Douglas and former Caddo deputy Barbara Allen for the false impersonation of a peace officer.

During the investigation, it was discovered that Barbara had been terminated from the Caddo Parish Sheriff's Office in 2018 and had not worked for any law enforcement agency since then. In 2021, she started attending law enforcement classes. To enroll in these classes and qualify for POST certification, Barbara falsely claimed to be a police officer with the Oil City Police Department. Kelvin Douglas assisted Barbara by verifying her supposed employment with the Oil City Police Department, which enabled her to attend the classes and complete the necessary qualifications.

When Chief Diane Williams of the Oil City Police Department became aware of Kelvin's actions, he was terminated from his position. Upon his departure, Kelvin returned all issued equipment and had two Chief badges in his possession, one of which was attached to his issued ballistic vest. Chief Williams confirmed that Barbara had never been employed by the Oil City Police Department and had not authorized Kelvin to possess the Chief badges.

On January 10, 2025, Detective Jeremy Edward obtained arrest warrants for Kelvin Douglas and Barbara Allen. Kelvin was charged with false impersonation of a peace officer and unlawful possession of unauthorized peace badges, while Barbara was charged solely with false impersonation of a peace officer. Douglas and Allen turned themselves in at the Caddo Correctional Center on January 13 regarding the aforementioned charges.
